Kansas Governor announces appointments to Commissions and Boards

Governor Announces Appointments to Commissions and Boards

Topeka – Kansas Governor Sam Brownback announced today recent appointments to boards and commissions.

“Kansas is a great place to live and I am so appreciative of Kansans who take their time to keep making Kansas better,” said Governor Brownback.

Midwest Stem Cell Therapy Center Advisory Board

The advisory board serves as an advisory role to the Midwest Stem Cell Therapy Center Executive Director. The Board members’ duties include fund raising, public speaking, and other public relations activities to advance public awareness of successful adult, cord blood and related stem cell therapeutic options.

  • Paul Wagle, Wichita, is being appointed to serve a two-year term. Mr. Wagle earned bachelor’s degrees from Benedictine College in Biochemistry, Chemistry, and Philosophy.
  • Dr. Robert Moser, Topeka, is being appointed by the Executive Branch to serve a two year term. Dr. Moser earned his bachelor and medical degrees from the University of Kansas. He is currently the Secretary for the Kansas Department of Health and Environment.
  • Dana Winegarner, Overland Park, is being appointed to a three year term and has been appointed chairman. Dr. Winegarner earned a bachelor degree from University of Oklahoma and his Doctorate in Osteopathy from Oklahoma State University. He currently works as a neurologist at Rowe Neurology Institute.

Kansas State Rehabilitation Council

The Kansas Rehabilitation Council works in partnership with Kansans with disabilities to achieve their goals for employment and independence.

  • Rocky Nichols, Topeka, is being re-appointed to serve a three year term. Mr. Nichols earned a bachelor degree from Washburn University and a master’s degree from University of Kansas. He currently works as the Executive Director of the Disability Rights Center.

Kansas Pet Animal Advisory Board

The Kansas Pet Animal Advisory Board is a ten member board appointed by the governor. The board advises the Kansas livestock commissioner on hiring a director to implement the Kansas pet animal act, reviews the status of the Kansas pet animal act and makes recommendations on changes to the act.

  • Denver Marlow, Manhattan, is being reappointed to a three year term. Dr. Marlow earned a bachelor and doctorate degree from Kansas State University. He is currently the Assistant Vice President for Research and Director of Comparative Medicine at Kansas State University.
  • Kendra Titus, Ottawa, is being reappointed to a three year term. Kendra is the owner and operator of Titus Farm Kennel and is a member of the Kansas and Missouri Breeders Association.

Wichita State University Board of Trustees

The Wichita State University Board of Trustees supports the educations undertakings of the university through the management of the University’s endowment and the 1.5 mill levy. The board consists of nine members appointed by the Governor.

  • Ken Hush, Wichita, is being appointed to a three year term. Mr. Hush earned a bachelor degree from Emporia State University. He currently serves as the President of Koch Carbon, LLC.

Governor’s Behavioral Health Services Planning Council

The membership of the Governor's Behavioral Health Services Planning Council consists of adult consumers with Severe and Persistent Mental Illness (SPMI), youth consumers with Serious Emotional Disturbance (SED), family members of mental health consumers, mental health service providers, state agency staff, and private citizens. Federal law 102-321 describes the mandatory composition of the Council and requires that 51% of the members must be "other than providers," i.e. 51% of the members are consumers or family members of consumers.

  • Guy Steier, Clyde, is being appointed to a four year term. Mr. Steier earned a bachelor and juris doctorate from Washburn University. He currently serves as the District Magistrate Judge for Cloud County, Kansas.
  • Richard Cagan, Lawrence, is being reappointed to serve a four year term. Mr. Cagan earned his bachelor degree from Princeton University. He is currently the Executive Director for the National Alliance for Mental Illness, Kansas
  • Richard Dalke, Garden City, is being appointed to serve a four year term. Mr. Dalke earned a bachelor degree from Bethel College and a masters degree from Oklahoma University. He is currently the Executive Director for the Garden City Area Mental Health Center.
  • Walter Hill, Hays, is being reappointed to serve a four year term. Mr. Hill earned a bachelor degree from Western State College of Colorado and a masters degree from Fort Hays State University. He is currently the Executive Director of the High Plains Mental Health Center.

Kansas Advisory Group on Juvenile Justice and Delinquency Prevention

The Kansas Advisory Group on Juvenile Justice and Delinquency Prevention was established to determine, advocate for, and promote the best interests of juveniles in Kansas. Reflecting its purpose, the Kansas Advisory Group reviews juvenile justice policy, advises policymakers on issues affecting the juvenile justice system; and strives to keep Kansas in compliance with the federal JJDPA act.

  • Tuan Huynh, Hays, is being appointed to serve a four year term. He is currently working towards earning his bachelor degree from Fort Hays State University.

Real Estate Appraisal Board

The Kansas Real Estate Appraisal Board regulates real estate appraiser's licenses, provides access to appraisers' education resources and informs appraisers of industry news.

  • Catherine Wilson, Manhattan, is being reappointed to serve a three year term. Ms. Wilson has been the owner and operator of The Wilson Company since 1993. She is also a certified general appraiser with the state of Kansas.
  • Kenton Landenburger, Pratt, is being reappointed to serve a three year term. Mr. Landenburger received his bachelor degree from Fort Hays State University. He currently works as Vice President of The Peoples Bank in Pratt.
  • Jeffery Caudle, Atchison, is being appointed to a three year term. Mr. Caudle earned a bachelor degree from University of Kansas. He currently serves as the lending officer at Union State Bank of Everest, Kansas.

Midwest Interstate Passenger Rail Commission

The Midwest Interstate Passenger Rail Commission (MIPRC) brings together state leaders from across the region to advocate for passenger rail improvements. Formed by compact agreement in 2000, MIPRC's current members are Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio and Wisconsin. The main purposes of the compact are to promote, coordinate and support regional improvements to passenger rail service.

  • Peter Meitzner, Wichita, is being appointed to serve at the pleasure of the Governor. Mr. Meitzner received his bachelor degree from Wichita State University. He currently serves as a City Council member and Vice Mayor of Wichita.

Propane Education and Research Council

Kansas Propane Education & Research Council (KanPERC) is designed to enhance propane safety, education, and training for propane consumers and employees; to improve existing propane technology; to increase the efficiency of propane; and to develop other programs to educate the public about the safety, environmental aspects, and uses of propane.

  • John Pankratz, Valley Center, is being appointed to serve a three year term. Mr. Pankratz has worked in the Kansas propane business since 1984 selling and distributing propane equipment, appliances, and parts.

Kansas Commission on Emergency Planning and Response

The Kansas Commission on Emergency Planning and Response is a twenty-seven member board with representatives from various state and local government organizations and industry. The Commission makes decisions regarding the state preparations for different types of emergencies. By including more experts in the discussions, it will allow for a better planned response by the state. The Governor appoints eighteen members from various state and local agencies: counties, cities, agriculture, transportation, energy, law enforcement, fire fighters, county emergency managers, emergency medical services, business and industry, public works, hospitals, public health, tribes of Kansas, individuals with disabilities, and one representative for the seven regional homeland securities councils.

  • Teri Smith, Lawrence, is being appointed to serve an unexpired term. Ms. Smith is a Certified Emergency Manager, Kansas Certified Emergency Manager, and a Certified Public Manager. She is currently the Director of Douglas County Emergency Management.

Kansas Abstracters Board of Examiners

The Kansas Abstracters Board of Examiners is made up of three individuals each appointed to a three year term on a rotating basis by the Governor. The Board regulates the abstracters licensing fee.

  • Jerilyn Stull, McCracken, is being reappointed to a three year term. Ms. Stull became an Abstracter in Kansas in 1995. She currently owns LaCrosse Abstract & Title, LLC.

Kansas Information Technology Executive Council

The 17 member Information Technology Executive Council is responsible for approval and maintenance of all information technology policies, IT project management procedures, the statewide technical architecture, and the state's strategic information management plan.

  • Jay Kim, Leawood, is being reappointed to an eighteen month term. Mr. Kim received two bachelors’ degrees from University of Kansas and went on to earn his MBA at George Washington University. He is the Founder and President of Data Locker, Inc.

Kansas Athletic Commission

The Kansas Athletic Commission administers laws and regulations governing regulated sports and wrestling. The five Athletic Commission Members are appointed by the Governor to four year terms.

  • Daniel Stechschulte, Leawood, is being appointed to a four year term. Dr. Stechschulte received his bachelor degree from Princeton University and went on to earn his M.D. and Ph.D. from University of Kansas. He is an Assistant Professor of Clinical Orthopaedic Surgery at University of Kansas and an Attending Orthopaedic Surgeon at Kansas City Orthopaedic Institute.

Kansas State Board of Accountancy

The Kansas Board of Accountancy is a regulatory body authorized to carry out the laws and administrative regulations governing CPAs.

  • Patricia O’Sullivan, Wichita, is being reappointed to a three year term. Ms. O’Sullivan earned her bachelor degree from St. Louis University, completed her accounting hours at Washburn University and earned an MBA from University of Kansas. She currently works as the Barton School Lecturer at Wichita State University.
  • Rodney Van Norden, Garden City, is being reappointed to a three year term. Mr. Van Norden earned a bachelor degree from Wichita State University. He is currently the vice-managing member and owner of Lewis, Hooper,& Dick, LLC.

Kansas State Use Law Committee

The State Use Law Committee advises the Director of Purchases on issues surrounding the purchase of products and services provided by blind or disabled persons. The committee consists of nine members.

  • Michael Montana, Wichita, is being appointed to a two year term. Mr. Montana earned a bachelor degree from State University of New York at Buffalo. He currently works as the Executive Vice President of TNG.
  • Rep. Clark Shultz, Wichita, is being reappointed to a two year term. Representative Shultz earned a bachelor degree from Wichita State University and a master degree from Baker University. He currently serves in the Kansas House of Representative and is a licensed title insurance agent.

    Joplin Police received a call about an armed robbery on Sunday just before 10:00 p.m. (April 22, 2018). An employee at Charlie's Chicken (2020E. 32nd Street) says she locked the business up and was walking to her vehicle when a male walked up to her in the parking lot. She said he pointed a handgun at her and demanded the night deposit bag. She gave the suspect the bag and says he ran to the southwest. Police officers could not find him.
