Updated:
BAXTER SPRINGS, KANSAS -

Baxter Springs Heritage Center and Museum welcomes a new member to it's Wall of Fame. A reception was held today to honor Baxter native Ross C. Hartley for his accomplishments in taking his company, The Hartley Agency, and making it the first independent agency in Kansas to completely computerize all of their agency locations. This led him to form the National Information Consortium 20 yrs ago, a company that was later apart of the first public-private technology partnership in government services at the state level.
