Statutory Rape Trial Set for Joplin Man

According to court documents, 29-year-old Blaine U. Downum of Joplin spent a day with a juvenile female on or around February 25th, 2018. The juvenile later told someone that Downum had performed oral sex on her as well as had sex with her.

On April 16th, 2018, authorities found him at Leonard Park (4th and Turk Ave) in Joplin. Officers say they told him he was under arrest and to put his hands behind his back. Downum ran from officers but was apprehended with the assistance of the K9.

Downum was taken to jail where staff found a Jimenez model "Nine" handgun which had a loaded magazine with seven 9mm rounds while inventorying the suspect's bag. Police looked into his criminal history and found that he had a felony conviction in 2014 for receiving stolen property. The law prohibits any felon from having a gun.

Prosecutors filed charges against Downum for first degree child molestation, first degree statutory rape, resisting arrest and unlawful possession of a firearm. The courts denied Downum bond.

Downum filed a motion for a speedy trial. Today, June 13th, 2018, a jury trial was set as the number one setting on August 15th, 2018 at 9:00 a.m. The courts set two days aside for the trial.
