A 24-year-old federal parolee is found with illegal narcotics in a vehicle suspected to be involved in a hit and run crash.

On October 10th, 2018, shortly before 2:00 a.m., Parsons Police Corporal Brice Dickens saw a vehicle that was smoking on the 100 block of South 22nd Street.
